Plan Your Capital Works Program with Precision.
Before the first contract is signed or the first shovel breaks ground, the quality of your planning determines the outcome of every project in your portfolio. PMWEB's Plan capabilities give capital works owners the tools to define scope, establish budgets and set governance frameworks that hold throughout delivery.
Portfolio Planning, Estimating, Budgeting & Program/Project Setup
PMWEB covers the full plan phase for capital works owners — whether for a single project or a portfolio/program of projects – from initial prioritisation against available funds; through cost/resource estimating; scope definition and detailed budgets; to procurement and contract award. PMWEB’s Plan capabilities work together to establish a sound foundation before construction begins.
Plan and prioritise projects, whether a single project or a large multi-year, multi-Program portfolio of works. Define scope, set baselines and establish governance frameworks with stage gates and approval workflows that ensure every project starts with a clear mandate.
Prepare estimates of costs and resources; set budgets with the required level breakdown and contingency – all with the detail needed to defend your figures to treasury or a board.
Manage sourcing, tender evaluation and vendor selection through structured procurement workflows — maintaining an auditable record from market testing through to contract award.
Portfolio Planning and Prioritisation
PMWEB allows owners with portfolios of projects to prioritise their planned projects within available funds over multiple years. The PMWEB Planning Module provides key tools, including the Portfolio Planning Worksheet, the Initiative (Potential Project) record, rating and scoring, estimating and value optimisation. These tools allow potential projects to be analysed on a select range of variables, detailed feasibility analysis or a combination of both.
Once projects are approved to proceed, PMWEB allows automated generation of a range of records – Project Record, Budget Record, Funding Record and/or Contract Record – all without duplicate data entry. Once created, those records can be moved through their own review and approval workflows, as more information is added.
Many tools in this Plan phase can continue to operate across the organisation’s long-term portfolio management – see examples in this video.
Scope, Governance & Stage Gate Control
Effective capital works delivery starts with a planning framework that everyone can understand and within which they can work effectively. PMWEB's Planning tools let you define the full scope of your program, establish governance frameworks aligned with your organisation's policies and set stage gates that control how projects progress through each phase of delivery.
Approval workflows ensure that no project proceeds without the right authorisations in place — reducing scope creep, managing budget exposure and providing the audit trail that government and institutional owners require.
-
Cost Breakdown Structure (CBS)Define program, project and cost hierarchies that align with your existing governance frameworks — from portfolio level down to individual deliverables. CBS (Cost Codes) can be aligned with your organisation’s enterprise financial system, as well as with WBS (Work Breakdown Structures) within PMWEB.
-
Stage gates and approval workflowsConfigurable Stage Gates allow any number of deliverables to be required before a project can be progressed to the next phase. Workflowed approval sequences ensure that completion of deliverables is confirmed and approval to proceed to the next phase is documented with sign-off from the delegated authorities.
-
Scope and baseline managementLock baselines at key decision points to enable meaningful variance tracking throughout the Build phase.

Program/Project Budgets & Cost Baselines
Developing credible cost estimates at program/project inception is one of the most important steps in capital works delivery. PMWEB's Estimating tools allow you to build estimates from the ground up — informed by historical data and documented to the level of detail required by your approving authority. PMWEB Estimating can also be used in conjunction with external estimating tools.
From high-level program estimates to line-by-line cost plans, PMWEB supports the full estimating workflow with contingency management, escalation modelling and direct linkage to the cost control module used throughout the Build phase. PMWEB Estimates can be used to automatically generate PMWEB Budgets, removing duplicate data entry.
-
Flexible cost planningBuild estimates at every level of your cost code (CBS) structure — from program totals to individual line items — with full roll-up and drill-down. Estimates can include cost codes or be developed without cost codes. They can also be aligned with a WBS if required, including work packages.
-
Extensive estimating databasePMWEB allows the development and maintenance of an extensive estimating database, including “Assemblies” that simplify estimating by combining multiple elements. The estimating database can also update automatically with the results from PMWEB’s Procurement processes.
-
Contingency and risk allowancesModel contingency at each cost level, with configurable risk registers that link cost exposure to identified program/project risks.
-
Baseline lock and variance trackingLock approved estimates and budgets as cost baselines before construction begins, enabling real-time variance reporting throughout delivery.

Sourcing, Tendering & Vendor Selection
For government and institutional capital works owners, procurement is not just a commercial activity — it is a governance obligation. PMWEB's Procurement tools provide a structured, auditable environment for managing the full sourcing lifecycle, from market testing and expression of interest through to tender evaluation and contract award.
Procurement workflows in PMWEB are configurable to match your organisation's standing procurement frameworks, including panel arrangements, approved supplier lists and mandatory probity requirements.
-
Tender management and evaluationManage the full tender lifecycle within PMWEB — issue, receive, evaluate and award — with configurable scoring matrices and probity controls.
-
Vendor and panel managementMaintain approved supplier and panel registers with performance history, insurance currency, and licence tracking all in one place. Often the enterprise financial system is “source of truth” for vendors/suppliers. PMWEB allows routine updates through integration.
-
Vendor pre-qualificationPMWEB’s optional Vendor Approver tool allows an unlimited number of suppliers to seek registration, be approved by the organisation and maintain current information (insurances, health & safety information, financial information) – simplifying the procurement process and ongoing compliance through the Build phase.
-
External Tender PortalsPMWEB Procurement provides multiple ways to coordinate with external tender portals, whether government portals or commercial portals such as TenderLink and Vendor Panel.
-
Seamless transition to BuildOnce a contract is awarded in PMWEB, it flows directly into the contract management and cost control modules — eliminating manual re-entry and version risk.
